Not always.  The U.S. Trustee is appointed by the Attorney General of the United States to oversee bankruptcy filings in Oregon and to maintain a panel of private trustee’s to administer Chapter 7 and Chapter 13 (standing) cases.  While not a requirement the U.S. trustee is usually an attorney who has significant experience in bankruptcy law and government operation. 

The panel trustee that most Chapter 7 clients encounter in their 341 meeting of creditors is also an attorney most of the time. However here in Oregon they are also CPA’s or former employee’s of the U.S. trustee without having a law degree.
